I see your point, but the horse has already left the barn, once the material was released to Guliani et al. Trying to exert control over ex post facto classified material is very chancy (and I've been in such situations). The government had 3 years to exert control over that data and conspicuously refused to do so. "They" don't have authority to redact what is already in the public domain and not their property to begin with.
