I know most would say that the Rothschild is top of the food chain. But is Soros really taking orders from them?
Soros seems to have the US gov purchased by himself. He seems to work from his own angle.

Soros works for the highest bidder.
It's really easy to dig up twisted stuff on Soros, so blackmail doesn't work on him.
This makes him a valuable commodity -- traded at the highest levels.
The ones in charge trade Soros back and forth to work for them, and he happily obliges, if the price is right.
It goes back to his Nazi days, when he ratted out Jews though he was one. This is probably a hyperbolic story to inflate his use in their communications. He will work for any side, as a mercenary, so long as you fulfill his twisted fantasies and pay him well.
He is a horned (greek for RAY) owl.
