The only problem I can see with allowing the race to be random, is that it would require preparation ahead of time to be ready to go with whatever event each horse represented. You might have months before your assigned event, or merely weeks (assuming the horse's number was a date.)
I don't think they also control every little thing. I think they are more superstitious than we realize and sometimes they need these rituals to "tell" them the order they should do things in.
The events might be pre-decided but the order might be left to "fate".
Also I think past Derbies were controlled by DS, but I don't think this recent one was. This recent one gave more of a white hat controlled event to me. That's just my feeling.

Well they could let some of it be random because that "fate" decides the order they'll do certain events in.

If it's a narrative reveal situation, the order might not really matter.
Like movie releases. The movies are done upwards of several years before their release.
Sometimes movies drop because it's strategically best to do so.
Others, like horror movies, are better dropped in October.
