Combating MS-13 has been a top priority for the Department of Justice. On February 9, 2017, President Trump issued Executive Order 13773, directing the whole-of-government to develop and execute a comprehensive approach to dismantle Transnational Criminal Organizations (TCOs) such as MS-13 and restore safety for the American people.

On August 16, 2019, Attorney General Barr created Joint Task Force Vulcan (JTFV) to coordinate and lead the efforts of the Department and U.S. law enforcement agencies against MS-13 in order to eradicate the group. JTFV has successfully increased coordination and collaboration with international law enforcement partners, including El Salvador, Mexico, Honduras, and Guatemala; prioritized prosecutions against MS-13 cliques and leaders; and coordinated significant MS-13 indictments in U.S. Attorneys’ Offices across the country.

“In 2017, the President directed the Department of Justice to go to war against MS-13, and we did just that,” said Attorney General Barr. “In coordination with our partners at the Department of Homeland Security, the Justice Department’s law enforcement components have successfully investigated, charged, and arrested command and control elements of MS-13 responsible for particularly heinous crimes against our communities. Joint Task Force Vulcan’s operations have significantly degraded MS-13 capabilities. While there is still work to be done, the Department of Justice remains steadfastly committed to protecting Americans from MS-13, and we will not rest until we have successfully eradicated this violent gang.”

And they succeeded in dealing devastating blows to these networks. The work continues even now.

MS-13 is a transnational gang composed primarily of immigrants or descendants from El Salvador. Branches or “cliques” of MS-13, one of the largest street gangs in the United States, operate throughout Maryland, including Frederick County, Anne Arundel County, Prince George’s County, and Montgomery County.

This case is part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

A killing spree unlike anything seen since El Salvador’s civil war has delivered a macabre message from the country’s street gangs, which have learned that spikes in homicides speak to the government.

The country’s main gangs, the MS13 and Barrio 18, appeared to indiscriminately kill people – including vendors, bus passengers and market-goers – during three days of bloodshed that began with 14 killings on March 25.

The more they hurt the more they try to hurt others.

El Salvador authorities later announced the arrest of over 570 gang members in the space of two days, including two leaders who had allegedly ordered the homicides, according to the national police and the country's security minister.

The drop in crime during the Trump years had to be stopped so coronavirus was used as an excuse to mass release state-held prisoners leading to a crime surge that lasted from 2020 to 2021.
