He lied and said it was safe and effective. At the time, and even still, Trump was like a God to many people bc of his track record of success. So if someone's lies convince you to do something harmful then they are partially to blame. e.g. if your best friend convinces you to buy their timeshare bc it's just so awesome. But they lied about the hidden costs.
I can agree with this to a degree BUT trump is not a god and before I paid $100k for a timeshare, I would take the time to research and see if it’s a financially sound investment. People don’t like to take personal responsibility anymore. At the end of the day, I’m the one buying the timeshare, not my friend.
My mistake then, it should be much simpler reasoning. Take a MAGA normie who watches OAN and Trump rallies all day, social media and all MSM is drilling into her head that her life is in danger and the only way to stop it is injecting herself with a "miracle cure" that is "safe and effective". .... Goes to Trump rally to support Trump (the arch nemesis of the MSM) ... who proceeds to side with the MSM and urges her to vax.
The resistance to social engineering and peer pressure is different for everyone, there's a spectrum and half of the population are "below average", let alone exceptional. This was the largest psyop in human history -- which Trump took part in. So he gets part of the blame imo.
