The planning or plotting to commit any crime, such as to kidnap children, sell them, use them for sex, etc., is called conspiracy. That's literally the legal term for it.

No it doesn't. Especially so when they try or do ban things all the time that have zero bearing on the actual problem. They always march out in unison calling for another "assault rifle" ban when a shooting happens with a handgun. This should be no different for them...except it is.
