It's simple, really.

Guy gets hard evidence--photos, videos, etc.--of pedophile's crimes.

Meaning he now possesses CP.

He goes to law enforcement.

Where he is arrested for possession of CP.

His life is ruined.

The actual pedophile, the one actually harming actual children, is not punished.
