What he should do is to make use of the Texas national guard, have their logistics contract officers re-hire the companies to use the already procured construction materials and finish the damned wall.

He can declare a state emergency to remove illegals and beef up patrols.

Putting human traffickers on a Peter Pan with police officers doesn't do shit.
