I don't know what the exact message is when they say they have, or were exposed, to Covid, but it is definitely comms of some sort. I think it means "I've been Mirandized, so I'm being investigated.

Right before I saw this graphic for the first time (again, I don't know the original source and exactly when it was created but it's been around since mid 2020 at the very least), we were hearing about celebrities like Ellen Degeneres going on self quarantine.
