I don't see the US Military letting us get to that point. The Federal Mission Resilience Executive Committee is charged with reprioritizing the National Essential Functions, as needed to carry out the continuity of government operation that we refer to as "Devolution" NEFs NEF-3 is protecting the United States against all enemies, foreign and domestic, against attack (paraphrasing).
Given the flaming shit show on ice that is the nation under this fake-ass usurpation, it may be that the FMR EC has determined that only NEFs 3 & 5 are sustainable at this time. Practically everything else - bad policy, illegitimate SCOTUS nods, runaway spending, etc - can be reversed/remedied. It's hard to unwind an ICBM strike on Seattle.

I read the first five parts of the Introduction To Devolution under the false belief it was by Kash Patel and was very impressed. It has lost it's meaning since Patel denied it was his.

Irrespective of the author, the existence of the EOs, NSPMs, PEADs and more are not up for debate. You can pull up EO 13961 right now and see that it was activated.
Yes, Devolution is not just a theory. The paper trail is there. CoG protocols have been activated.
Additionally, don't let the botched AFG withdrawal lead you to believe that the MIL is following Biden's orders to a T. He can move troops around, and the orders to do so in Kabul and elsewhere in country were definitely given as poorly as possible.
Former Acting SecDef Chris Miller (Devolution Player Alert!) revealed in Aug. 2021 that the plan was never to remove troops completely. That was a negotiating tactics. A plan was developed to hold the country and support their local military with around 800 SpecOps.

Bottom line is, these things need to be common knowledge rather than known by a tiny minority like us.
All due respect, you may have literally been the only person who incorrectly assumed that PatelPatriot was Kash Patel, himself. As a matter of fact, PP stated at the outset that he's not Kash.
Being all in on the theory until you find out it's not written by who you thought it was is flimsy support at best, and the only remedy is to learn more about it by thoroughly studying the source material.
Yes, everyone needs to understand what's going on, but most Americans are still under the MSM spell and a significant chunk actually believe that a dementia patient got 81 million legal votes, despite every indicator to the contrary. We don't even have all Anons on board. Even you said you thought it was great until you incorrectly assumed who was writing the articles laying the theory out.
FWIW, I think PatelPatriot is being breadcrumbed by the good guys. There's practically zero chance that a private citizen in ND is going to go from zero political engagement to laying put the framework of devolution in 5 months.
The FMR EO 13961 is not up for debate. Jump straight to Part 13 and read for yourself. Look it up on the Federal Register. There's quite literally ZERO reason for an outgoing President to set up CoG orders unless he's planning on using them.

Patel Patriot really was a virtual nobody before he wrote on devolution. But devolution was a theory being bounced around by a lot of people before PP's writeup. It's hard to find because it wasn't organized around the term "devolution," instead it was buried in the discussion around the insurrection act, emergency powers that Lincoln used, fake inauguration discussions, and specific EO digs. Thomas Wictor was one who did say devolution with the same general characteristics that PP described, but he is hard to follow and doesn't like explaining himself. PP's blog exploded because it was very clear and very well sourced, and wrapped up all the weird stuff. It stands on its own because it stands up to scrutiny in the real world without any help from Q. (That said, I think everything after 7 or 8 in the series dilutes the message.)
Anybody (like Kash Patel) with actual knowledge of devolution would be bound to secrecy and forbidden to touch it.
