The prevalence of people who cheat to get ahead who become medical doctors is very high, so it's no wonder most don't have ethical standards. For at least 30 years, probably more like 50, becoming a medical doctor was about getting a high-paying job. Care for the health of their fellow humans was probably several goals below that.
