My next theory is that the folks doing the Uighur and SCS and even the Covid-19 from Wuhan - they are the faction that wants CCP to become powerful, where as if Xi is, hypothetically, working against them he has to dismantle it at some point but until then being a double agent, so to speak, he has to let them continue. Almost like Trump with vaccines.

If Xi is evil the explanation is simple. If Xi is working with white hats I can only imagine the toll it takes on his soul.
