Buyback programs are great if you want to go buy a cheap gun. Just offer cash to the people in line instead of the grocery cards or whatever the govt is giving. You can still buy guns outside of gun stores.

Not in most jurisdictions, you don't need a NICS for private sales between 2 parties. Only NFA licensed dealers, like gun stores, are required nationally to file a NICS.
