In military, Iron Eagles are officers promoted to colonel but do not seek being general or cannot attain it in their specialty.

These are the most likely white hat leaders.

Interesting. I've heard that officers on the SOF side of things cannot promote beyond colonel.

And many colonels do not seek promotion because they don't want to be politicians in uniform.
