There are multiple components to any Weapons System. How fast does it respond to an incoming threat? How well does it evade incoming weaponry?

But, perhaps the most important component, is Who is running the system.

There are not many personnel trained to operate such legacy systems. Russians just patiently waited and took the systems and possibly any personnel to operate completely out of the picture.
