I have to point out that tear gas (CS gas) is a "chemical weapon." We don't even blink when the police use that against mobs. We would think them stupid and wimpy not to use it. In the context of a constrained environment like the Azovstal plant, that would be useful to "herd" the militants into places where they are more likely to be captured or killed.
The first rule of reality is not to buy into the hyped emotion.
