We can’t achieve our goals unless people all over the world get this wealth, and then use it to destroy the existing corrupt system. $1.5 to 3 Billion, by our projections, is enough to initiate their destruction. So I will be finding people to join, people I personally vet and choose, people to take the money and carry on the mission.”

Theoretically possible but very easy to prove or disprove. All we have to do is download a snapshot of Bitcoin blockchain on one computer, and disconnect it from network. After a few weeks write a script to compare the blockchain up until that point to the version in the latest.
If you believe this charlatan and send him your Bitcoin to be "edited", you deserve to be taken advantage of. Raindropdao is an obvious scam. I told my brother in law he was about to be cheated on a different scheme by a different scam artist. He didn't believe me. He lost $3000.

Quantum computers do not work the way he claims. There is a reason he provides NO technical information. It isn't because it is a secret. It is because he is spouting bullshit. Quantum computers get you very little speed up for hashing. They can not compete with an entire network of ASICs.
The quantum threat is in breaking the ECC private keys, not SHA256. This guy is an idiot, but the bigger idiots are the people who send him money.
