Exactly, this is so correct. Since when has telling teenagers to not do something (sex) ever actually stopped teenagers from doing it? They're full of hormones and new emotions and sensations. There a very huge biological urge to act on those sensations at that age. Best thing to do is to educate them with the right info and provide good resources for birth control in order to avoid unwanted pregnancy. Teens are going to make their own choices and actions, not to mention after 18. Like I said, I agree with you, that it's best to give biologically accurate sex Ed and for there to be easy access to birth control for the population to avoid unwanted pregnancy at any age really. These strategies have been shown to reduce teenage pregnancy, which helps avoid abortions, as does readily available birth control for the public even if someone can't pay.
