Thats becuase the two is not the symbol for healthcare. Two is the symbol for commerce

The caduceus symbolises trade, negotiation and reciprocity and was co-opted into the Baphomet by Levi.

This is the Caduceus, it represents commerce and is often mistaken for the Rod of Asclepius which is the correct symbol for healthcare. https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4439707/
