I thought France's repatriation was what led Nixon to completely close the gold window in 1971.

That wasn't repatriation per se - because they weren't paying attention to where "their" gold was. Remember, it was easy in 1971 where all the decision makers had seen Paris under Nazi occupation to think "Our gold is safer in New York and Switzerland". Now it's obvious that if they don't have it the country, there will be a risk that it isn't theirs at all.
