Yep, he knew Q was the declass they all feared. The form of their destroyer. The prize was the minds of the public, which they're making last effort attempts to fight for, and they will go to their graves self-righteously lying about it all. Meanwhile, innocent people get killed and families/friends get torn apart. Evil.
