Nope. Something may be a conspiracy theory until it's proven to be a fact.
A conspiracy is when a group of 2 or more people work together to commit a crime.
In the way it's used here, a conspiracy theory is when people may suspect 2 or more people are working together to commit a crime but do not have sufficient evidence to prove it.
There have been plenty of conspiracies that have been shown to be true. But all conspiracy theories have not been proven to be true. It doesn't mean they aren't true. Just that there is not sufficient evidence to prove them true (in, say, a court of law).
And that will conclude today's episode of "Things no one asked about, but I can be completely pedantic about it, anyway". 😁
Dictionary definition vs C_A definition 1967
I would rather prefer to use the dictionary's definitions of things rather than have the CIA define things for me. But that's just me.
I don't disagree, but in this instance it behooves one to understand the alternate, given that it's a deeply and publicly engrained psyop to discredit the diggers and disseminators.
The CIA didn't change the definition of conspiracy. They just worked to make "conspiracy theorist" a derogatory term, equating it with "a nut who believes crazy things."
Most conspiracy theorists are actually intelligent, perceptive people who dig deeper than most and find mountains of evidence that the CIA and other Luciferians have been conspiring against the normal people for a very long time.
The reason the "crazy conspiracy theorist" label was so successful is that the Luciferians' conspiracies and the layers of confusion and the bizarre embellishments they add to them are so crazy that anyone accurately explaining them sounds like a nut.
Well now that depends on the definition of definition! Kek. You are correct. I did some brief searching to find the released "unclassified" doc from them showing how they intended to turn the term against the researchers/diggers. I couldn't find it with time I had.

Watergate was a conspiracy theory. Then the tapes were made public, and the conspiracy theory was proven to be correct.
Somebody had to say it.
At this point, the lifespan of a "conspiracy theory" before it is revealed to be truth is about 2 weeks.

None of these known conspiracies have done jack shit in terms of consequences for the ruling elite. And this list is only scratching the surface with the bigger, more well known ones.
