Actually early voting here in NC for the primaries begins on April 28th. I am a Republican Judge in my county.
There are two things I see that have changed by our current legislature since the last election: There is now in place a signed chain of custody record which we didn't do in the past.
And now on election day those whose address is not correct in the voter base record have to show proof of current address and a transfer will be done. Before we were not allowed to change their address on election day. This should stop people from voting in more than one precinct. In the past, rather than have them fill out a provisional ballot, election workers were allowing them to vote in the precinct even if their address was incorrect by giving what address was registered with the board of elections if they could give the address by rote without looking it up. This practice of the past would allow them to vote in more than one precinct or even more than one county if they were registered elsewhere in the state.
