Andy got it right. I think the video started after voting for Senate Bill 2C but you could hear the screeching increase during the vote on 4C.
They voted on 2 Senate Bills 2C and 4C.
Democrats were upset over both bills.
2C was for redistricting, 4C eliminated special districts that was not included in the 1968 bill.
Disney was built in 1954 and was given special district status at the time. In 1968 the special district bill was ratified and the special district status for Orange County was grandfathered in.
