Tech isn't always useful in the way that it was intended. Sometimes tech makes life more complicated. It just depends on how you use it. Moderation is key. Higher tech is not always better tech. Sometimes older, more reliable tech can be superior in a particular arena.
I'm referring to face scanning. Access to phone calls and messaging, heat seeking missiles, Mach 3 jets, drones, satellite imagery, surveillance and weaponry in general.
A lot of these are useful and can be a significant in combat in a high tech country, and can be effective in surveiling the citizenry. If you are talking about country vs country, they aren't as much as an advantage as you would think. There are incredibly effective countermeasures to virtually all the above with very little investment of resources. I think you would be amazed at how quickly all of these assets can be neutralized with some old tech. Civilians have more to worry about from these threats, moreso over any nuclear capable nations. Arms races develop new tech that starts off with combat in mind, but the technology principles trickle down into more positive and benign uses. The inverse is also true that many benign tech develops can be developed into weapons.
