Much of the Florida panhandle area, where this county is, is the way it was before the "great northern invasion" of Florida began in the 1960s, and accelerated in the '80s, to the unbelievable rate today. It's actually pretty amazing that Florida still votes Republican, considering all the people who have moved there from northern, Democrat states (but perhaps the exodus is dominated by Republican/conservatives?)
