No. Cameras did and policing did that. Before cameras and this new generation of faggots calling themselves cops, a bitch could run their mouth and they knew they risked getting hit. It was something not done lightly. If cops did get involved they would take the time to figure out what happened and often times, tell the parties involved to stay away from each other and that would be it. Especially if the cop understood that it was a case of "you got what you asked for" aka "lesson learned".

We don't have that anymore. Cops are quick to charge people for anything and faggots are quick to record you as they harass you.
