As for cheating...never underestimate the abilities of someone determined to cheat. If there's a way to do it, they will find it.
After the election with Trump and Biden, I was talking to someone I know who had worked at the polls many times and she was certain that there was no way to cheat -- and this is probably mostly true. Where the vast majority of cheating occurred was not at the polls, but by mail-in ballot, which is normally not permitted unless you have a very good reason for doing so. However, the rules were changed because of COVID-19, which opened the door to widespread cheating.
Indeed, those ballots look fishy af and I would never trust them to be counted correctly. For the record, I haven't received such a ballot package in the mail.
As for the content of the video, in essence the guy said "first one... This ballot, nothing. This one, torn. Second one... This one, all good, this one, torn at the same place. Two out of two. Third one... If I can open it... I'll go slowly... This ballot is ok, this one, torn too." (I'm going off of memory after watching it once so apologies for the mistakes.)
I have no doubt avenues for cheating exist between the polling station and the system aggregating the results. I don't know how much is controlled on that end by The People.

I hope France gets this election corrected. I love France. I got to go to Paris twice and there was so much to see and do there. I brushed up on my French before we went over and I got to try it out on the natives. Apparently it wasn't too bad, as I always got what I asked for. Kek! I'm not so good, though, at picking up the accent. Everyone tends to speak too quickly for me.
One day I visited L’Église Saint-Étienne-du-Mont, near the Pantheon. Since it was a little ways off from the normal tourist area, the woman working in the gift shop didn't speak English. So, this was my first real test. I told her that I only spoke a little French and not very well. I wanted a book about the church, but I couldn't find one in English, so I asked her if she had one. She said no, but she had one in French that had a lot of photos. She told me she only had a sheet in English for 1 euro that told about the features in the church. I looked at the book and I could understand enough of it, so I told her I would buy the sheet and the book. After I paid her, she motioned me over to a rack of postcards. She pulled out two postcards that had the church's two patron saints on them. She briefly explained who they were, then she tucked them inside my book and didn't charge me for them. She then told me that I spoke very good French. I knew she was lying, but it really made my day. 😊 I've never forgotten her kindness.
