23 is a sacred number to the Cabal.

• In the Sanhedrin 23 judges were required to try cases punishable by death.
• This day of September is notable because the moon which comes to the full within a fortnight of it is called the harvest moon, which rises three days in succession at the same time, instead of getting daily later.

• The number 23 derives part of its meaning from the fact that Adam and Eve produced twenty-three daughters according to the first century historian Josephus (Jewish tradition).

In Hexadecimal, you can count 0123456789ABCDEF and THEN it resets to 10, instead of G, where 10 in base 10 is actually 16 in base 16. 1F, then, is equal to 31 in base 10. 20 in base 10 is 32 in base 16, and so on...

Hebrew could do the same, but they counted up to 22 before they restarted with a combination of digits.

So, 22 is comparable to our number 9 in base 10, as it's the last number before a new digit column.

Some forms of written Hebrew count the period "." as the 23rd letter, while others count an open space " " or "_" as a digit of its own.

Ultimately, 23 being their number gives them authority over "resets" or "re-generation" as the sexual themes above imply.

They believe that as long as they control 23, they control the powers of life, death, and the renewal of the "Circle of Life", which is the Universal Cycle of rebirth; most notably the concept of "Harvest", when debts must be paid.

23, then is the time of collection, census, and judgement.
