It was a Cessna 207 according to the article. Landing gear visible in the pic seems to match. Looks like it was a nasty crash so the rest of the plane is likely scattered around. Not sure what an "interdepartmental commercial flight" is but my guess is it's a small charter flight to get to a small somewhat remote airport. I flew to Puerto Rico from Alberta a while back and the last flight to get us to the island of Vieques was on a small rickety charter plane a bit bigger than a 207. Probably common in less populated areas down there.

When I was a kid on vacation in Puerto Rico, we took a short flight on a prop plane to St. Thomas. The flight was terrible and made my sister sick. I swear we were going up and down 20 ft or so due to turbulence.
