Right, except for the birth certificate part. So much that is said about that is provably wrong. For instance, my own birth certificate has no serial number of any kind, and my name is not in all caps, but is written normally in longhand. I do genealogy and have never seen one with serial numbers or the name in all caps anywhere I've done research, and that includes multiple counties and multiple states.
Not trying to prove you wrong, but all 5 of us in this household have our names in ALL CAPS and have specific numbers identifying us from multiple states.
Maybe it's different depending on the state and era. 🤷♂️ As you probably know, our social security numbers are also regional. Bathhouse Barry Soetoro / 0bama / Bounel SSN starts with 042 which is based in Connecticut (even though he never lived there). Mine is much higher since I'm from central US and my children are closer to 0bama from the east coast.
I have never seen a birth certificate with serial numbers or the name typed in all caps, and I have seen countless thousands in most of the Southern states. Yankee states don't want people to see public records. Even my typed certified copy that I needed to get my drivers license was in initial caps.
The only reason legal documents have names in all caps is that back in the age of typewriters, there was no bold face. So to make names stand out when you're scanning a document, the names were typed in all caps. It was carried over to computer printing just because the legal profession is very conservative and doesn't change much. That's why deed descriptions from over 100 years ago and today almost all start out with "Lying and being situate in _____."
I worked in a law firm for many years and know how things work there.
