Setting the stage for Twitter to become a government utility.

Nearly every society has some socialist aspects. A public library is a socialist enterprise. So is the fire department, and the post office. And public utilities, because nobody wants 10 different companies stringing electric wires everywhere or building competing sewage lines.

The trick is making sure they stay focused on the public interest that they were established for, and not hijacked by employees and managers that want to abuse their positions. Kind of like how the board of directors of Twitter and other big public companies hijacked the interest of the shareholders.
