I condensed. The biggest tailwind was the Anthrax Scares in 2001. Company develops an Anthrax Vaccine and the DoD says “we don’t see a demand”.

Up pops the Patriot Act. 3 Senators vehemently oppose it - guess who gets Anthrax in their offices? Patriot Act passes immediately and DoD suddenly wants the Anthrax vaccines.

These people are sick as hell.
