I suspect they had this creative idea for a story they thought would be cool, but they didn't really see it as anything other than that, a story.
They actually wrote a comic book before they made the movie, in fact, they apparently used it as storyboards for the film, and they apparently knew exactly want they wanted for pretty much every scene, but they had such high energy that people found it infectious rather than obnoxious...
They even had one of the effects guys research what kind of glass they'd need to make the scene where the helicopter hits the side of the building and then the glass explodes with a water-like ripple. Obviously, the up-close shots were cgi, but the part where you see it from a distance? that's real glass breaking.
