State Law: Let each State individually rule on abortion access. Outlaw the Abortion Industry(Planned Parenthood), such that no exchange of money or favors can take place surrounding the topic of abortion, including charity support, unless it is expressly centralized to each individual State. In other words, no monies from out of a State should ever find their way to support another State's abortion services, legislation, or interests.
Do that and everything else will resolves itself. There's no need to outlaw abortion outright -- just cut the financial strings and the whole thing will go the way of the dodo bird. The Abortion Industry cannot bear the weight of its own iniquity.
Then add in the 14th amendment that says no state may be deprive a person of life, liberty or property without due process, and the problem is solved. Want an abortion? You need a judge to order one. I would love to hear the reasoning some of these liberal judges would give on why killing an innocent child is OK simply because he is an inconvenience to his mother.
