It's information like this that makes me hopeful that the "white hats" are in control, because they would not only prevent a nuclear response to some "black hat" false-flag, they would hopefully prevent the false-flag operation from being carried out in the first place. Are there that many people dumb enough to think that Russia would use some low-level nuclear device, which would render the area useless, and have detrimental short and long-term consequences for their country? I guess that's why they are trying to promote the "Putin is going senile" or "Putin is mentally ill" narrative, because that is the only explanation that would be plausible.
