I remember years back one of his first stings when he dressed like a pimp with the big white fur hat, big cape and walking stick along with his helper scantily clad as a prostitute, walked into a State Office and asked how he could claim her as a dependent or something and get govt. assistance and then how to bring more like her to do the same thing. The lady told him all the ways he could get around the system and what he should put on the forms. When the tape was released the lady claimed she either misunderstood or he really wasn’t going to do it. She was never admonished or fired! He was incredible! This is REAL investigative journalism but he should probably start wearing a bullet proof vest if he’s going to chasing these slime balls around NY at night!

It's an flying term which means full throttle, aka push the throttle sticks with the plastic balls all the way to the control panel. It's amazing how people use terms that seem to mean one thing, which are not at all.
