I don’t recall, is any part of devolution predicated on the fact that President Trump invoked the Insurrection Act?

Yeah, that part confused me. He’s saying he didn’t invoke the Insurrection Act, but we know that he did, and that it’s a huge part of the plan. Oh well, it’s probably just more 5D chess.

What I read it as saying is President Trump didn't invoke the Insurrection Act over Jan 6 event. Just that.
