No. It cannot. The ability to make treaties (regulate the behavior between the U.S. and another nation or nations) is not the ability to alter our form of government or the powers and rights of its respective elements and citizens. It is common for people to think a treaty can effect an amendment to the Constitution, but the Amendment process is entirely different. A treaty can become an extension of the supreme law of the land, but only as pertaining to international matters.
