No, it wasn’t looped for reuse. It was a roll on top to feed and a roll on the bottom to receive. When it was all used up you couldn’t pull it down anymore. The roll was changed and sent to the laundry company for wash and reissue.
Maybe in some places but they were usually damp. Maybe I don't remember correctly. I do remember them being damp
Yea, that’s from being used. You would then pull it down to get the freshie. As a kid I once keep pulling it to find the dirt circle around, it took a few minutes of pulling to reach the end, the dirt never came around again.
because the restrooms where damp and they were not sealed, so they soaked up the air moisture.
