Website don't show data, you have to create the HTML, CSS, JavaScript, PHP, database, etc for it first.
Its likely that the site is setup to fetch data from a database. that would be the smartest solution so that you arent manually entering the data over and over in order to update the page.

A likely scenario is that the people working on the graphics side of things are not in control of the database side. The database side of people probably added all the names of who is running and were told to add dummy data.
Typically you have multiple teams working on a project where there is both technical and visual expertise needed since most companies arent filled with technical artists (artists who can also program)

If you were filling in dummy data, you'd use dummy names too.
