Its fearmongering is all it is. The US Government doesn't have the authority to sign away peoples rights to an outside organization. If they sign this, it will 1. not be valid. and 2. Enforcement will be met with a storm of patriots and most of the US military. Less they forget there is a gun behind every blade of grass.
Fearmongering with a deadly weapon held to the heads of people still merits a lethal response, even if the weapon is a harmless replica. If after the smoke clears there is an outcry about excessive force, so be it.
Any declaration of war by a foreign entity should have fire returned along the same vector that has that entity at its end point.
