John 1:32-33
[32]And Iohn bare record saying, I saw the Spirit descending from heauen, like a Doue, and it abode vpon him.
[33]And I knew him not: but he that sent me to baptize with water, the same said vnto me, Upon whom thou shalt see the Spirit descending, & remaining on him, the same is he which baptizeth with the holy Ghost.
The book of Acts is a history book giving account of the actions of the Apostles, the addition of the 12th Apostle Paul and the day of Pentecost along with the beginning of the early church. Those actions aren't necessarily doctrine. Like Peter pushing circumcision to the heathen. He was rebuked by Paul.
The message from Spirit guided John the baptist was clear, baptism in water would be superceded by Grace and immersion of the Holy Spirit. Furthermore water baptism was only for the house of Israel.
Pushing any works and tying them to salvation is a heresy and false doctrine.
If your pastor pushes that crap then cancel him.
If he's a grifter for filthy lucre cancel him.
