My take: Both

To control, the newest tech needs to be hidden and seen as magic. it's the nature of science to begin with. Replace 'magic' with alien and the effect is nearly the same, but now you add dimension to the delusion.

'Alien technology' is defined by mystery which is no definition at all. Whatever tech it might be, it can be learned by humankind.

The tech is real and needs a reveal.
