Lots of people have been reporting this for the past week. The title may be a bit hyperbolic, but I don't think there is any reason to doubt the essence of the content. You can leave China and travel, but only for essential travel. And if you believe the stories coming from the legacy media, there have been many reports on Chinese social media about authorities intentionally defacing passports to invalidate them. This renders the individual to need to apply for a new one to travel, which currently takes months.
