To be truthful, though, we (over the years) allowed the corruption in the Legislative branch to develop by only imposing term limits on the Presidency. There are limits on some appointed department heads (thank goodness, else we might have Mueller at the FBI again). Since Legisl. branch approves SC justices, and Cabinet members, it's feasible that lifetime corrupt officeholders would approve compromised people for those high level positions. Idk where things would start. In theory, the Am voter could change Legislature every time at the ballot box but with the time/energy and massive funding required for getting/holding a high level office, the opportunity for new blood is extremely limited.
