Because you've been conditioned to accept a system that says your 14 year old is still a child and you treat them as such. Traditionally you were an adult at puberty which was around 13 years old. And traditionally our youth were prepared for it by then. There isn't some magical transformation at 18 and forcing our youth to remain children in such a critical development stage has likely contributed to our stagnation as a society.
Of course other factors don't help either, but the sooner you start to see your daughters as the adults they are transitioning into and the sooner you learn to respect them as individuals, the better off you will all likely be. Don't fall for the trap of trying to make them like you. They will likely resent you.

Good luck to you either way.
