The agents played a joke on him by giving him tickets under the guise of the tickets being an illicit bribe from gangsters.

When his colleagues sprung the joke on him (that he was busted taking a bribe, LOL) they learned that he had already posted a check to the mobsters for the value of the tickets.

Chaos ensued as the pranksters scrambled to stop the check before it went out with the mail.
