Curious if he had permission to film at that restaurant. I know it’s a bullshit technicality but even journalists need written (sometimes verbal or recorded) permission/permits from the building owner and even the city/jurisdiction itself. I work in Hollyweird and we don’t set up without a city filming permit. That goes for any city in the State of CA, hell, even every State in the country.
True, reporters don’t need permission to film on the streets (I.e., public access ways) but they usually have media credentials that law enforcement may ask to see. If you don’t have the credentials your right to film or photograph can be severely limited. It’s hardly enforced but I have seen amateur photographers - who have high end gear - get kicked out of spots for not having credentials with a news outlet.
I don’t know the whole story here and yes by the looks of it they are being harassed/asked to stop filming. It doesn’t look good but again, things can get taken out of context very easily. Hopefully we see the footage that led up to this from the rig that’s sitting on the table or the one that is just opposite of Jack.
