This makes sense. Q is saying that, in the text messages between Strzock and Page, when they say R they mean BO. Hypothetical example "... Met with R last night and he gave authorization to..." it would mean Barry okayed something, not Rod Rosenstein. In (most) other cases, the [R] is for Republican.
